With something like $10 million in annual payroll, wouldn’t you think that there would be someone working for the Town of Apple Valley who could notice problems such as this, and maybe even call them in? Wouldn’t you think that after years of being in local control, Town Manage Frank Robinson could find employees who would do what Frank says they are doing? You would be wrong on each count.

Leaks and water waste at the Apple Valley Golf Course

So, the Town spent millions buying the golf course and the water rights that went along with it, and this is how they manage the water (since finally getting the wells and pumps running at great expense, of course). Note that at the golf course, the Town has total local control over every aspect of the water, from pumping it out of the ground, to setting the water schedule, to system maintenance, etc.
